The purpose of this study was to determine the suitability of implementing community-based sustainable tourism in Pandawa Beach in accordance with the Guidelines for Sustainable Tourism Destinations No. 14 of 2016. Minister of Tourism Regulation No. 14 of 2016 concerning Guidelines for Sustainable Tourism Destinations, there are 4 (four) main pillars in the development of sustainable tourism. The criteria are formulated by the World Sustainable Tourism Council (Global Sustainable Tourism Council) which include sustainable tourism destination management, economic utilization for local communities, cultural preservation for the community and visitors (Culture), and environmental conservation. Community-Based Tourism is an alternative to tourism development. This research is qualitative research using policy analysis techniques. The policy analysis technique is the use of various research methods, and arguments to generate and transfer policy-relevant information. This study shows that the success of the community in Kutuh Village in developing tourism on Pandawa beach from the beginning until now has become known by many tourists or visitors, cannot be separated from the participation of local communities who help directly or indirectly participate in tourism activities on Pandawa beach. It has enormous tourism potential, including the beauty of the sea and limestone cliffs that can attract tourists or visitors. Pandawa Beach has 88.25% implemented the concept of sustainable tourism based on community-based tourism in which local residents play an important role in developing the tourist attraction of Pandawa beach.
